The title 'committees and duties' is chosen to avoid the words 'bureaucracy' and 'civil service,' neither of which apply to Athens. There was no professional class of civil servents, even if slaves might sometimes approximate one. There were no ongoing associations of workers with a career in government that would form our bureaucracy today.
