Things both quiet down, and liven up. The hard sun has gone down, there is perhaps a gentle breeze. It's harder to feel that you need to rush around, time to relax and be aware of all that is going on.
No hurry over dinner, conversation, friends, no one trying to rush you out of the taverna.
And people are out, there is safety in that.
